My guess is that somebody with admin level permissions removed the Project Details” webpart from the page.

try this:

1. Go to Project Center, and click open one of the projects
2. The blank project details page will appear.
3. Click on Site Actions >> Add or Remove Webparts
4. Click on Add Webpart
5. Select the Project Details Webpart and Click OK

This should restore the webpart for all users.
