Gemma, there is an option within Server Settings, Timesheet Settings and Defaults called Default Timesheet Creation Mode. Setting that to Current Projects will prepopulate the timesheet with top level tasks. These tasks do not sync back to the project plan. If you are using 2010 than you also need to select the Allow Top Level Time Reporting option under Timesheet Policies further down the page. Hope that helps.
