I know Sensei Project Solutions and MSProjectExperts both have report packs available. These could make for good starting points.
Also, the report packs for Project Server 2007 still work with Project Server 2010. I’ve not tried them with 2013 yet but I haven’t seen anything that would prevent them from working there as well.
