Thank you Jack & Larry! I did try the repair and even reloaded Project. It still persisted, but it made me realize the problem was in the project file and not the global since new files did not have the problem.
I started trying to repair using resource” filter, but didn’t work because it is non- modifiable. Then copied a couple of custom filters from an older version of the file. It was in a custom filter even though I was not using it. Bizarre.
