      Is there an easy way to have MS Project correctly calculate PV and EV in hours?  Today we use a custum field that divides PV $ and EV $ by a rate.  Problem is I have to have a custom field for the rate.  I can’t figure out how to pull the rate off the assinged resource(s)  So if there is more than 1 rate assigned to a task I have to average the rate which skews the result.

      Simolest way is to use Rate B or another rate set to $1/h. Then all EV $ values are effectively in hours.

      EV, PV, AC are in terms of cost.

      This is one of fundamental principles. I suggest you use the same. In the long run, you sell based on costs.
