Inactivating \'In Progress\' Tasks (Project Pro 2016)

I am using the Pro version. I understand that you cannot inactivate ‘In Progress’ tasks. My problem is the definition of ‘In Progress’. If I change the %Complete to 100% it still sees the task as an ‘In Progress’ one. My understanding was that an ‘In Progress’ task was one where work had commenced but hadn’t yet been completed.
Any ideas?

Ok – I had put in an Actual start date in error, which meant that progress had been recorded on the task and that therefore ~I couldn’t ‘inactivate’ it. forget the question!
