      I configured the timescale on my MS Project 2016 file to use a fiscal year that starts in October.
      I wish I could attach the screen shot. It looks something like this:

      2017 | 2018
      Q4 | Q1
      8/17 | 9/17 | 10/18 | 11/18
      ________________________________________________________________________

      The months under Q1 2018 should be in calendar year 2017.

      This looks like a bug. Anyone know how to report it?

      It explains how MS Project sets the time intervals in the views which may not answer your question, but it will hopefully give you an understanding of how project sets the intervals.
