Project Server 2013 – error when using sample proposal workflow

I am using Project Server 2013 and want to use workflow.  I tried using the sample proposal workflow that comes with project.  I get 3 errors under Queue Jobs under Job Type “Start Workflow”. The 3 errors are “WorkflowWorkflowProxyAccountNotFound (35117), Details: id=35117”, then “WorkflowCannotStartWorkflow (35100) and then “GeneralQueueJobFailed (26000).

There are additional errors under Job Type “Reporting (Project Sync). When I Google the error the only reference I get says “do not modify issues or risks items in Project Server”. As far as I know I did not modify “issues or risks”. Any idea how to fix this, or what maybe the cause?
