update task effect time sheet on EPM

Some of our project manager update the project task by setting the percentage of completion 100% , this practice effect the actual number for the resource time sheet who they are assign to this task ( the MS project replace the planed hours as actuals) which make all the time sheet number wrong , how can I remove the effect of this practice without effecting the % of task completed came from the timesheet hours .
