Will not accept Actual % – Auto rounds data input to 100%

Does anyone know how to correct a MS Projects 2010 “Actual % complete” miscalculation? I am trying to capture progress by entering % complete, if the # is equal to or higher than Planned, MS projects is auto rounding my data to show 100% complete. this has never happened before and i am not sure how to correct it. any help would be much appreciated!

Example
Planned = 20% Actual = 25% – MSP is changing to complete.

Hi Christina, can I ask a couple of questions? What specific fields are you using for above for Planned, Actual, and the 25%? Also, what version of Project are you using?
