  We recently upgraded to Project server 2010. After that we could not work in offline mode on projects in cache.
  
  After a long investigation and troubleshooting the cause was discovered to be the Enterprise Global. This files requires an upgrade also. For more information refer to https://technet.microsoft.com/en-us/library/gg502585.aspx
