I am trying to save a master project, consisting of five sub projects, to a stand alone file off of Project Server 2013, where they all currently reside. I want them to maintain their relationships between each other but NOT be connected to the Server at all. I am having difficulties having them maintain their dates. Secondly, I have clear out all the resources and maintain the dates. Has anyone worked through this issue successfully before?

Ryan, unfortunately when you save a project from Project Server as a file (outside of Project Server) you get a new file. All of the link relationships will be disconnected. It’s hard to know what is causing the dates to move but a couple of possible causes could be (1) calendar differences or (2) predecessor relationships from the previous external links. Let us know if you find out the answer.
