I am importing project plans from Project Server 2007 to Project Server 2010 using the Import Wizard.  The plans load,  however the resources within the plan don’t import as I would expect.  Local resources are created for some of the resources within the plan.  So I am left with local resources as well as the same resource within the Enterprise Resource Pool.  Some assignments are within the local resource and some are within the enterprise resource.  Has anyone come across this?  How do I get my resources to be totally enterprise resources?

The import should take you through importing the resources…  If they are still being left as local resources, then the option open to you is to reassign the local resources with the correct enterprise resources.

The import wizard doesn’t convert assignments for in-process tasks.  Those you need to convert manually after the fact.  Hope that helps.
