      I’m finding it necessary to create high level schedules based on deliveries before there is enough information to create individual tasks. These original line items then become summary tasks when the actual work is entered. We use a gated process where there are 3 gates where estimates of Schedule, Cost & Resources are made, each at a different level of detail & information. I’m thinking of baselining each of these to use to measure perfomance against, even though there is no actual commitment until the last gate. Keeping all 3 baselines gives us an audit trail & a measure of the accuracy of the early estimation efforts.  Comments please.

      The official answer is whether these first phases have some stage gate or process signoff, but for the time to snap a baseline it is better to do than to wish you didn’t.  I agree to make sure that you determine a standard baseline strategy (baseline1 always means this and baseline2 always means that).  You are definitely on the right track…  Larry Christofaro

      Do you actually review your performance against the baseline to determine and possibly implement changes?  How long does it take?  How many times during a project?  Is it documented for others to view and learn?
