      If a user currently has Project Professional 2019 Desktop application and gets a Project Online Plan 1 license, will they be able to connect their desktop application to Project Online?

      David — The answer to your question is still “No.” Asking the same question in multiple user forums will probably generate the same response since most of us read questions in multiple forums each day. Hope this helps.
